Given that blackstone can be used to craft furnaces, it appears to be a Nether substitute for cobblestone. However, blackstone cannot be used in the following cobblestone-based recipes:
Brewing stand
Dispenser
Dropper
Lever
Observer
Piston & sticky piston
Linked issues

I think that's a fallacious "that's how the game is" argument. It's inconsistent and strange from a gameplay standpoint that blackstone can't be used in these cobblestone based recipes, especially the brewing stand.
Good bug report! Although can you remove the sticky piston part because the actual recipe for sticky pistons doesn't require cobblestone just the piston (which I agree isn't craftable with black stone) and a slimeball
Is there any logical reason why blackstone would be able to make a furnace but not a brewing stand? I know Minecraft is a weird, unrealistic game, but its internal logic should at least be consistent.
In my report I forgot to mention chiseled Blackstone is missing in the crafting of lodestones, is it too late to add as it might get ignored or will I get in trouble if I make another post (which would be a duplicate?)
Matthew Tanner Lawley The devs never said that blackstone is a full replacement for cobblestone. In the changelog it only says that you can use it for crafting stone tools and furnaces, but other recipes were never mentioned.
This was resolved as Working as Intended since the implementation in the game matches the intention of the developers for this feature.
It's intended that Blackstone can be used as a substitute to Cobblestone only in the Furnace recipe and stone tools recipes, as hinted by item tags introduced in 20w15a
Blackstone is not a substitute for Cobblestone in any other recipe.
