This issue is caused by third-party game overlay apps. Please disable Discord overlay, Steam overlay, Riva Tuner, etc. for Minecraft: Java Edition.

The bug
Items like saplings, flowers, vines, cobwebs, dripleaf, sugar cane, rails and any non-full block with similar properties cause constant z-fighting, it doesn't matter if they where manually placed or world-generated
This issue also makes the water rendering glitchy, rendering differently depending on the viewing angle, and makes the inner part of a block visible in spectator mode
After restarting the game it stopped happening, but just leaving and entering the world again didn´t help

Cannot reproduce in 21w14a, Linux x64, GeForce GTX 1050 Ti (Driver Version 460.67) and fancy graphics settings.
I am also unable to reproduce this issue in 21w15a using, GeForce GTX 1660/PCIe/SSE2 with "Fabulous!" graphics settings.
If you're sure that your issue isn't related to overlay apps, you should probably create a new bug report.
Make sure to check that MC-220690 doesn't describe your issue.
Please attach a screenshot of this occurring while the F3 debug screen is enabled.
