Clones MC-7908.
Players can spawn underwater again in 1.21.
Steps to reproduce:
Use the seed:4015 to create a normal type world.
Observed result:
You will spawn at the bottom of an ocean.
Expected result:
You will not spawn at the surface of the water.
Other discoveries:
1.This seed causes the colormap of the world loading screen keeps black until the world is completely loaded.
2.You will always spawn at the same coords (-727.5, 50, -631.5) with this seed, regardless of SpawnRadius value set.

Can confirm. I can also confirm the other two discoveries listed (colormap and spawn radius).

This relates to MC-187495, as the world spawn is a valid spawn point underwater.

The Bedrock bug ticket is tracked at MCPE-120237.

This bug was not fixed and reappeared in 24w33a!

The same seed still spawns the player in the middle of an ocean.
