Yes i can confirm it does the same thing in a survival minecraft VANILLA server. 100% sure about this.
I do not have any good proof of this because it is not possible to take a screenshot at the moment when the lightning strikes in front of an entity.
Well, the problem is that it is very very hard to spot (very rare).
Reopening this for now (as it's very possible that this is going to be fixed by MogMiner).

Can you actually confirm it with non-Bukkit servers? I know, a bit picky, but we need to be sure about this. Gonna try to reprdocue it as well.
