When shooting a Fire Charge out of a dispenser on a server, it either turns invisible or moves abruptly, jumping forward or rubberbanding back. They still reach their destination at the right time, so this is just a visual glitch. The client may not be accurately predicting the movement of the fire charge. This bug has been around since they were first introduced.

Would this also be related to not being able to properly summon SmallFireballs through spawners or command blocks, as well as them disappearing after re-logging?
Yes. This is strictly server based. This has never been an issue single player.
Perhaps the bug title should include that info.
