When standing at a normal distance of a chest/furnace etc, with an item frame on it, the chest won't open when clicking on the chest, but the item in the frame rotates instead. Also when trying to open chest on the lid above item frame.
It's also not possible to place another chest on top of the chest with the item frame.
On a double chest, you can move to the side and access the chest normally, where there is no item frame. Also from the side.
Back up a little and it opens like it normally does.

You're right – backing off makes the container openable through the item frame. Maybe it's a feature, not a bug, making the chests more accessible.
(But then you need to figure out the proper distance for opening as opposed to rotating the item frame content.)
Cannot reproduce, @unknown stated the correct behavior. Attempted to reproduce using the same setup as in the screenshot.
Tested on PC, may be MacOSX.
There is a visible gap between adjacent item frames. If the 'hit box' was the same size as the frame appears, which I believe it used to be, you should be able to click whatever is visible behind that gap.
Seems like the bug is that you can actually open the chest through the item frame (from a certain distance).
The item frame is closer to you, you shouldn't be able to open a chest through it, should you?
