When scrolling between two empty slots in the taskbar, the hand moves up and down, just like the viewmodel would when switching filled slots. Normally, the hand should not move at all when switching between empty slots.

This has been fixed in the b snapshot.

This bug in 17w06a appears if you load the saved empty toolbar and do not fill it. Eliminated if a toolbar fill something and then removed again (sorry for the spelling mistakes, if any)

I noticed that this error only occurs if the last toolbar was empty (that is, you need to load twice as a blank toolbar)

This bug appeared again in 17w14a. To reproduce this bug, restart the world and scroll through the empty hotbar. After a while this bug will disappear.

Also occurs when switching from the same item (e.g. fish -> fish), which did not occur in previous versions.
Occasionally stops happening. Loading a saved creative toolbar always makes it start happening again for me.

It should be noted that this happens only on a remote server or LAN connection (excluding the host) because locally, within the same client, packets are transferred in-memory, thus the map decorations don't get serialized and no information is lost.
The in-memory transfer is also the cause for MC-86619.

The hand movement is happening in singleplayer as well.

@blobjim Here it actually only affects singleplayer (and LAN game host). The effect is reversed. On a server, network item stack serialization "fixes" the empty slots and they don't display the animation when scrolling.
