Placeable non-mob entity reach is shorter than block reach

The bug

In survival mode only, you can't break placeable non-mob entities from the longest distance of which you are able to place them at a block.

Since these entities are similar to blocks, this inconsistency may confuse players not understanding the differences between blocks and entities.

MC-172289 is about mobs, judging by the description, and this is about placeable non-mob entities.

Depending on the desired implementation, either this or MC-172289 should be marked as a duplicate of the other, or one should be closed as WAI - the fix for the two is the same since no other checks in the game discriminate between placeable non-mobs and mobs, only between entities and blocks for reach checks.  See my comment on the other issue about that.
