[MC-94568] Clicking a tipped arrow in mid-air will turn it into an item

If you shoot a tipped arrow and then quickly right-click it, itll turn into an item. Easier to recreate in water because there arrows move slower.

I tried reproducing this in survival and it didn't work. However, it seems when right clicking in survival, it tries to correct itself and changes location.

Fixed as of 1.11.2. Possibly fixed at the same time as MC-93619.
