Afaik :
It was never a thing for mobile, just especially for mobiles ( Im a mobile player since year 2012~ and I only remember once being able to hit air, unless I have really bad memory )
though, before the official release of the new controls for mobile, someone created a texturepack which enables the early version of it ( by making the textures to select it visible ). But, in that "early version new controls", you were actually able to hit air with the attack/hit button ( the hand animation played, but im not sure if its registered as a hit or not ). This gives me some hope that this can be fixed, or is not an intended feature.
BUT
I hope that this is actually a bug because, It will be really useful in addon making. In other words, all platforms EXCEPT MOBILE has a hit trigger which complicates thing when you cant register the arm swing/hit for only mobile players. Thus, any addons/mods that uses the hit trigger to execute something would be very hard to use on mobile, as the only way to do so is either by
hitting a block, or
hitting a mob/entity
It also doesn't work on ios devices
