I believe this is a side effect of the action buttons' lack of dead zones. That may have been intentional and makes sense on paper, however (due to the way some people play, eg claw method) it can lead to 2 camera inputs, which can in-turn lead to erratic camera movements.
I've attached an example clip of the erratic camera movement, but I had "hide HUD" switched on because I was recording the clip for a project. If I manage to catch it happen during normal game play again, I will upload it here.
A simple solution is to allow players to toggle on/off the dead zones for these buttons in the touch settings.
One temporary solution is to perhaps introduce a setting where you can toggle the camera dead-zone for the interact and destroy action buttons. As a matter of fact, in MCPE-220353, this dead-zone was implemented but then removed again since part of the player base are used to having no dead-zone with these buttons.
So again, a temporary solution is to have this toggle in settings, off by default, but can be toggled if your playstyle triggers camera snapping.
This happens on android too
