Regardless of resource pack, vsync settings, and framerate limiter (both in game and driver side), GPU usage is limited significantly, especially when ray tracing is enabled. This results in significantly reduced performance. Regarding ray tracing performance, this is particularly an issue when DLSS is enabled. DLSS off usage rarely peaks above 80% usage, but DLSS on performance nearly never goes above 60%
Strangely, usage seems to drop as render distance is increased, rather than increasing in sync as one might expect.
This is not a CPU/memory bottleneck, I have a Ryzen 7 5800x with 64GB of dram, and the GPU used is an RTX 3090. Performance is identical when using either of my 3090's in my Xeon E5 2667 machine, which uses a vastly weaker CPU and therefore should have much lower performance is there is a CPU bottleneck. I have experienced this issue intermittently in the past using an RTX 3060 12GB, an RTX 3070 ti, and a mobile RTX 3060 6GB as well as two RTX 3090's. I have experienced this bug across three separate desktops, multiple windows reinstalls/versions. GPU driver version does not affect this bug.
Presently, my two RTX 3090s are performing notably worse than my laptop RTX 3060 did back when I still had it, which is a bit silly. Screenshots provided have vsync disabled in settings and the Nvidia driver, and an unlimited framerate in the settings and Nvidia driver.

EDIT:
Utilization is able to approach 100% usage even with DLSS and RT on when render distance is significantly reduced.
This issue is present as far back as game version 1.16.220.2
Usage is higher at 4K vs 1440p, however framerate is the same. Images titled "1.20_4K" and "1.20_1440P" demonstrate this

This maybe an invalid report due to the fact that many reports about the same topic end up being resolved as invalid. The reason for this is because technically this isn't really a bug but rather a technical issue that happens with many players. Also make sure to update game driver, that may help with you're issue.
distinction without a difference. whether it is a "technical issue" or a "bug," it is in either case an problem with the game functioning not as intended that should be resolved, hence the report. if numerous other players are experiencing this issue, then surely it should be more pressing to fix it rather than simply invalidate reports, no?

the issue described in the linked bug report is consistent with my findings, but i cannot definitively say that they are the same bug, as the hardware used is very different. Especially considering that the focus of my report was on ray tracing performance. I have an ancient 560 ti that i can use to test this issue with low end hardware, but it will take some time. I will comment upon finishing testing.

this bug report also covers a similar issue to the issue i have described, however my reported issue dates back to fairly far to some pretty old versions. If the bug MCPE-171084 is 1.20.xx specific, then this is a different issue. based on chat logs, i can confirm that i have been experiencing this bug while using the latest version of Minecraft going back at least as long ago as August 2023. i also experienced it prior to this, but i do not recall exactly how far back, and i do not have earlier dated chat logs detailing the issue to help date exactly when this began occurring.
also yes, the issue seems to be platform agnostic. as mentioned in the original post, this issue is present across all of my systems regardless of hardware used. 6 GPUs, 3 CPUs, multiple builds, different windows installations, etc.
