Summary:
In versions 1.21.130 and above, boats no longer turn smoothly and instead appear to jitter or judder during movement. This effect becomes increasingly noticeable the more slowly the boat turns.
When the boat jitters or judders, the player’s camera is affected as well. This creates a very jittery and unpleasant experience when using boats, especially on ice. Ice boat race tracks now feel significantly worse to play, as the camera is jittering or appearing to lag almost constantly.
Steps to Reproduce:
Place and ride a boat.
Hold A or D.
Then hold S along with A or D to move backward while turning.
Observe the boat’s movement.
Alternatively, place a boat on ice.
Hold A or D for a few seconds.
Wait for the boat to come to a stop.
Observed Results:
The boat’s movement is not smooth and visibly judders. The judder becomes very obvious as the boat slows down.
Expected Results:
The boat should move smoothly, consistent with behavior in the 1.21.123 stable release.

Still occurs in the 26.0.23 Preview. It is very noticeable when switching between riding a boat and riding a nautilus, as the nautilus turns smoothly like boats do in 1.21.124 Retail.
Confirmed on Windows 11 also, separate from MCPE-230090 which causes similar jitters even whilst out of a boat.
Occurring on Realms using Iowa server and played on Xbox Series X. Minimizing graphics does not improve performance when operating boats. When playing Realms in split-screen, the jittery boat travel can be observed by other players. Observing players maintain silk-smooth frame-rate if observing from shore while the person in the boat jitters along.
This also reproduce in Android using joystick and cursor touch control by holding left or right touch stick can no longer smooth turning any boats.
