A creeper won't blow up sand which is generated at sea level. ( For example x=water, y=sand, p=creeper )

I saw a video by JoePassGaming on YouTube where he was demoing v0.4 and it shows creepers not blowing up the sand around it. The creepers were not in water at the time.

The creeper was up in the air, but it seems like he should have been close enough to the sand to damage it...
MCPE-652 reports this still affects 0.5.0.
Is it at random? Sometimes it happened at me, when I could not destroy blocks by TNT (sandstone, netherrack, quartz etc.).
If this issue still affects the current version of Minecraft PE, please update the "Affected Version/s" option to reflect this.
When in water, creeper and TNT explosions do not effect any blocks around them. This is not a bug. This is how TNT cannons are made.
