Not sure if WAI, but I've also noticed that it's passive mobs as well. Mobs that generate are 99% rabbits. On a few full days out, I've only seen maybe 1 non-rabbit mob that generated.
Starting out in the hills, getting rabbits is no problem, but finding cows, pigs, and other passive mobs is really hard.

In Caves and Cliffs beta, there's a change to ore generation. No longer it's just the mine at Y12 thing. It was Y32 to Y0 with peak around Y12, but now it's Y64 to Y-64 and Y0 being the peak. Plus they can be skipped generating if they would generate exposed to air.

Altitude has changed for ore generation. Are you using the new heights? Now ore is more common the higher the altitude. So 125 and higher and the higher the more common the altitude.
They can be found at Y64 and below, but they're smaller veins.
If you google caves and cliffs ore generation, you can find a (not final) chart showing the (approximate) ore distribution for caves and cliffs.
My issue is on Android
Also slabs as well. You can not go directly up the stairs and slabs, but can if you come from the side. Appears may be related to Old World issue of being unable to exit water if close to world border.

Does seem excessive. I've been playing since roughly the time Pistons came to Bedrock. Now, even on Easy, attempting to do anything in Soul Sand Valleys seems like it's attempting to beat the dragon without armor. Making even a very short bridge over the lava ocean means lots of deaths.
Trying to get basalt from basalt pillars and get bone blocks I've close to given up on because too many deaths.
Basically it seems like to do even a tiny task (like those above) you end up fighting 95% of the task.
I myself haven't been to Basalt Deltas.

Workaround: Not easy, but closing the world and going back in allows you to shear the sheep
Thanks GoldenHelmet. Was trying to get this to import into my Android bedrock but haven't had any luck. Guessing I'm doing it wrong. I'm able to get the textures packs to work, but have never tried behavior packs importing.
