In 19w03c, I cannot seem to get them to phase through walls anymore, but they still suffocate if they inflate too close to a solid floor or ceiling.
I still had this happen to me in 19w03c.
Also happens when another bell is placed there. I reckon the face culling is a bit too eager.
I’ve seen them pass through solid glass blocks as well. This doesn’t just affect thin blocks like panes. Also, when they puff up right next to an opaque block, they will start suffocating in it.

This issue is back in 17w50a.
See the screenshot I’ve attached. I have no resource packs selected and I even temporarily moved all my resource packs to a different location so that the game would have no way of knowing about their existence. Every single resource in the game fails to load on launch.
I managed to navigate to the resource pack menu and none but the default were active.
Can confirm. The exact same is happening for me.

Paintings and mob spawners are most likely intended to not work since paintings aren't blocks and applying eggs to spawners only changes the block entity and doesn't update the actual block.
No. item/generated is for items held in your hands. The level renderer can't do anything with it and even if it could, you would literally just have a flat plane standing in the world rather than a full cube. Look at some of the default models or watch a tutorial on modelling to figure it out. This isn't really the place for this kind of discussion.
That's not how models work. You need to specify actual cuboids with textured faces. Layers are a hard-coded thing that only works for the item/generated model.
The name is a reference. it shouldn't be changed.

Not a bug. The portal frame blocks in your screenshot are orientated wrongly.
It’s very strange. Last session I was able to enter my house, remove a map from an item frame, and use a cartography table to copy the map, but when I tried to put the map back into the frame, everything stopped responding to my character again and I had to shut down the game without saving properly.
When I tried again and repeated the same steps, everything worked fine. I’ve been running around for a few minutes now interacting with all sorts of blocks and I don’t notice any problems. This all definitely took place in 19w03c.
