MC-1133 is NOT the same issue. It specifically refers to being completely at the edge, before that point the issue does not occur. These irrelevant comments are diluting the issue.
"Intentional" or not, this needs to be addressed. This is a problem for mapmaking and defies the basic logic of the slime block bounce. This also happens if slime blocks are a mound and not a flat surface. You can fall 100% above slime blocks, but if there is one higher than the others and you are not perfectly centered then DEATH. This is severely impacting using slime blocks in mapmaking.
It looks like this has changed since the initial report and now there are nearly no slimes spawning.
(I have been testing with green slimes only, but it appears to be same issue others describe)
Slimes have become almost non existent in slime chunks and swamp at night.

Sorry this is a duplicate I guess. After posting, while searching for 'comparator' I found the other reports. I had searched for 'testfor' and the only result I found was marked resolved so I had posted this one.
I can confirm t his. I had a working testfor on a hopper clock and it stopped working after upgrade to 13w39a. I checked out the block and it shows an error in previous output, it says it requires an analog output. But I have the same comparator as I had previously working. I tried setting it up again using a comparator of course, still not working.
I have this issue now, using 13w39a. Starting and stopping the server did not fix it. It continues to rain with lightning non stop. Weather commands don't do anything, they do output normally when you type the commands, but the lighting and rain continues.
This IS A BUG. This is not a feature change. This is CLEARLY a bug,
