I don't know why i didn't respond for a whole year but if for the very tiny chance you are still reading this yes, MC-103672 does describe the issue and it still hasn't been fixed in 1.13.2 but i haven't tested the 1.14 snapshots yet
I've tried heaps of times on both Optifine and vanilla Minecraft and I cant manage to get the bug to react again
Ok, first of all, it's not called marine update it's "update aquatic" second of all if you want to complain, go to the feedback website. and lastly, this is not a bug. wanting the game to be more optimised is not a bug. it's a want for something to be in the game. it's like complaining the game doesn't have sharks on the bug tracker.
