This is happening to me too on the latest version on my Bedrock Alpha Server. The server is running on Ubuntu. Lowering the tick simulation distance and render distance settings on the server itself seemed to help a little bit, but the issue remains. I have also started messing with the compression threshold.
Although it is a bug, many farms depend on it, and make a real farm spends many time. If that, there isn’t playing a game, but wasting my time! If you play a game, and you need to spend many many time in doing a things but it doesn’t bring you much things, you are happy? Please think of the players before you fix anything, and think if it really need to be fix, and do the correction.

It does still occur, even in 1.13-pre5. And know that you mention it, I was checking the stuff with data packs. And you are right. If vanilla is enabled, the water works, but if it's disabled, then it doesn't.
This world was created in one of the 15w(something)a (and those were 1.13 snapshots), and I kept upgrading it snapshot to snapshot, until 1.13-pre1, which is where I found the bug.

I have the same problem, it looks less glitchy only if I use 4 chunk render distance, and turn off fancy sky, clouds, leaves and bubbles.
I know bro, at least PS4 edition would get u on a friend's world with no problems. They really need to fix this.

The island was close to another small desert island, but it was surrounded by ocean.

Must be a PE only thing. Yes i know they have the same codebase. But mobile games are generally more buggy

Entering the portal at the village at 400, 70, 1000 causes the entire game to freeze/crash.
I can provide an upload of my world later today if that would help. All vanilla survival.
