I have to agree with the other dissenters here. This is a terrible change for mobile players. The solution is worse than the problem it was trying to fix. Please revert this to the previous behavior and allow us to quickly craft stacks.

After weeks of trying various things and reading everything I could find online, I was able to find a working solution. When creating a zip file of the world being backed up, select all of the contents of the world folder, but not the actual world folder that sits in Android/data/.../minecraftWorlds. Also, remove special characters from the .zip file name, even if Mojang has special characters in the world folder's name. Doing these two things finally allowed the world import to complete successfully.
Issue still occurs with 1.19 on a Pixel 6. All other folders under Android/data are editable with various file manager apps, but Mojang's folders are not. I also tried using a chromebook and Windows 10 pc to copy words, and those failed as well.

This is not limited to villagers. Placing a lead on a mob and attaching it to a fence will give the same visual glitch. See screenshots in MCPE-52143
@Mega_Spud, is there any way to track these issues or resolutions? This has been happening more frequently with each beta version released, and has become pretty consistent with 1.13.0.9, to the point I'm strongly considering leaving the beta program just because of this.
Also had this happen on Android after updating from 1.13.0.6. The app would close before the load page could render. None of the usual troubleshooting worked; had to uninstall/reinstall.
Still an issue on 1.13.0.1/Android
I know this isn't the correct forum since it's not a bug, but here at least one person read it.
