Yes, right now they face the player with their entire face pointing towards the player, the eye location was what was overlooked. As far as I can tell the intended behavior is for mobs to look at players with their eyes, and these mobs turning their heads 90° whichever way to look straight at the player would solve this discrepancy. A feature request focuses on adding an entirely new feature, whereas this bug report fixes a minor mistake in intended game mechanics. (resource packs are based on Minecraft defaults, you wouldn't typically expect the eyes to be on the front of any of these animals in a resource pack)
