This seems to be partially fixed in 1.20 Pre-Release 7 (or earlier, I haven't tested for a while). If the datapack the symlink points to is a .zip file the backup works now. If the target of the symlink is a directory it fails to back up the datapacks, but at least it backs up the rest of the world now.
I think this is a duplicate of MC-183977, in which case that report should be closed as Resolved too.
@Rick Nielson Leaf decay and crop growth happens with Random Ticks and is therefore limited to the range of that (= all chunks where the center is closer than 128 blocks to any player not in spectator mode). That has always been the case, so I assume that still being the case is intentional.

@ampolive The game needing more RAM is not surprising, it has to hold more block data due to the extended height.
Probably caused by the axolotl being moved into their own mobcap so they no longer compete with glow squid spawns.
Seems like the game is out of available memory (94% in your screenshot) and stalling to wait for the GC. Try allocating more RAM.
Dead bushes could generate in swamps since beta 1.8, but they were really rare in the past because they could only generate on sand, which isn't very common in swamps. Since 1.17 they can generate and be placed on grass blocks, so they are more common in swamps now.
This is intended.
