[MC-14549] Inconsistent behavior with shift-clicking items into single item slots

Some slots only allow a single item to be placed. Shift-clicking behavior is not consistent across these slots.

Brewing Stand	Glass bottles	Stack moves between inventory and hotbar
Furnace fuel slot	Buckets	~~Stack moves between inventory and hotbar~~ WAI per MC-59600
Enchanting table	Any stackable item	A single item is moved into the slot, the rest of the stack is not moved (see MC-17431 as well)
Armor head slot	Pumpkins, Skulls of any type	A single item is moved into the slot, the rest of the stack is moved between inventory and hotbar
Llama carpet slot	Carpet of any type	A single item is moved into the slot, the rest of the stack is moved between inventory and hotbar

In 1.11:
Beacon: stack moves into hotbar
Furnace (bucket): stack moves into hotbar
Head slot: one item moves into slot; rest moves into hotbar
Enchanting table: one item moves into slot; rest doesn't move
Brewing stand (glass bottles): whole stack moves [only buggy behaviour]

As you can see it is inconsistent but only the brewing stand currently shows buggy behaviour. 1-9 keys dont't bug the brewing stand by the way, just shift-clicking.
