Falling from a height in Creative mode plays no sound when hitting the ground but in survival with fallDamage turned off it does

Since these are both cases of the player not taking damage after falling from a height you'd expect them to be consistent with each other in this regard but they're not.
The likely solution would be to remove it from survival mode in this case, as cats also do not take fall damage, and do not play any sounds when falling.
Sound playing with gamerule falldamage set to false is probably the bug and no sound in creative mode is correct, since the opposite was considered a bug on bedrock. MCPE-515
