The Wind Burst enchantment activates while the mace is on cooldown (the sword icon isn't fully filled up after an attack and you won't do full damage). This is in contrast to a sword's sweep attack, which will never activate while attacking during cooldown.
How to reproduce:
Take a sword and spam-attack a Shulker.
Notice how the sweep attack does not activate if you attack before the cooldown is done.
Do the same thing with a Wind Burst mace. (Put a block above you so you don't fly away with each hit.)
Notice how the wind burst effect activates on these spam attacks even though the sword's sweep attack doesn't.

Can confirm, this issue was not fixed. Keep in mind when testing that Wind Burst now only triggers from smash attacks, so to test this you need to fall some blocks.

Can confirm in 1.20.5 & 1.20.6-rc1. It may be beneficial to note in the description for this report that the theoretical fix for this would have smash attacks start triggering at percisely 84.8% and higher. Sweep attacks/critical hits/sprint-knockback attacks require percisely 84.8% or higher cooldown charge, not a full cooldown charge, so smash attacks should follow the same rules.
