Steps to reproduce
Be in a desert or savannah biome.
/time set noon
/weather thunder
Expected result
Monsters do not spawn because thunderstorms don't actually happen in dry biomes (there is no rain).
Actual result
Monsters spawn.
Hostile mobs will occasionally start spawning during day and will not stop unless the game is closed and re-opened. I have experienced this on 3 different occasions when playing and does not matter the in-game time or how many light sources are placed. Creepers will spawn, skeletons and zombies to, but will not burn regardless of time of day or their placement in or out of cover. Please look into this as my base and my friends becomes a constant battle field.

no, this is not during storms or with any wither active, this will randomly happen and wont stop, will be in middle of the desert during day and mobs will continuously spawn .[Mod] GoldenHelmet
Based on Jacob van Es's comment and the screenshot attached by DhanyDewantara, it is clear what is happening: monsters are spawning during thunderstorms in dry biomes, where rain does not fall. I am not sure if that is a bug or intended so I will leave it for Mojang to review.
Have experienced this 3 times in the last couple of days during a massive desert build. Once it was a thunderstorm but the other two times I heard no thunder. The clouds darkened but the light level remained the same (torches I had placed to mark locations produced no light). Zombies, husks, creepers and spiders spawned. I don't recall seeing any skellies but good old enderman were zipping around all over the place. All three times I had to suspend the build and go into defensive mode.
This absolutely DOES NOT "work as intended." This is a serious issue. In biomes where rain and thunder do not occur, there is no warning that you will soon be swarmed by hostiles. If you were in a plains biome for example, you would see the light level drop, the rain, and be able to see/hear the thunder and know it was time to hightail it to bed. These warnings do not exist in savannah/desert/badlands biomes. The result is being swarmed by creepers and other mobs with no prior warning. Therefore, the mob spawning effects of thunderstorms should not operate within biomes that are not otherwise affected by thunderstorms.
Is this happening during thunderstorms? If so, it is intended since MCPE-34409 was fixed.
