When the world is reloaded, entities glitch out of everything, and can teleport over quite a long distance.
Reasons this is not MCPE-1982 :
-It only happens in the latest snapshot
-The effects are far more severe
-It affects non-mob entities (e.g minecarts) too
-Some entities that didn't glitch out before now do.

To add, mobs seem to move to open areas. They don't seem to move to areas that are covered / inside.

2 additional findings:
Our cats seem to teleoport about 16 blocks east. (north is top of map).. Chunk related?
When the game is restarted, sometimes there are phantom cats at the 16blocks east position, which will relocate them BACK into their enclosing(which is on the first floor, while 16 blocks east, they're sitting ~3 blocks lower on flat land.
So...
We've got phantom cats.

Accutually non mobs are affected too such as Boats,minecarts etc.even all mobs that are close

This is my real problem

This is still in 0.15.1 beta 1, although it only happens for mobs, minecarts and boats seem unaffected.

My issue is MCPE-15754 and it is similar but differnet. The mobs will teleporting all around the village but they are like ghosts just standing there. Villagers make villagers sounds, but they don't move or take damage. Theyou were interested my house & I hit them & my dog didn't attack. I went to the village house & all the villagers were there. Same with my dog he has a ghost twin. It's very strange.

My chickens teleport, but they teleport to only certain locations and in groups, so it must be chunk-related. Confirmed!

Please respond and add the current version if you can reproduce this issue.

Windows 10, 0.15.8, survival. Upon loading the game, occasionally I find random mobs in various spaces in my cave base, I always save in around the same spot in the cave:
Chickens/chicks, teleported off from an automatic chicken farm (many chickens in 1 block).
Cows, teleported from closed off area, (8 cows in a 3 by 8 area, on solid ground, not packed like chickens)
Zombies in places zombies cannot spawn (2 blocks under a torch, within a well-lit fenced off area (see screenshot, sorry killed this one before the screenshot), beside a jack-o-lantern, on water, in leaves (see screenshot))
Interestingly, I've never seen rabbits or sheep teleport.

More information: I had a chicken teleport into a wall. I loaded the game, and a second later I heard a chicken getting damaged. I've checked it out, and found one chicken, and drops from another, close to where I keep my chickens (<5 blocks). The wall I think it got suffocated in is the same height as the place they were supposed to be at, and has a two block space under it.

I can confirm this for 15.9 on kindle fire hd chickens teleport out of my cooked chicken farm upon reloading the world. Often times I'll find chickens floating down from the heavens.

Also to be clear this has been abug since I think the first version of 0.15.0 I'm experiencing the same problems as those seated in the above comments, entities only seem to end up in open spaceships closed ones, etc.

Affects 16.0 as well. Seen with rabbits, 3 teleported off their which is enclosed by cobblestone, stone and gravel, on most sides, oak fence on the remaining. The rabbits apparently teleported 3-6 blocks south and 2-3 blocks down. 1 of them teleported into a solid block and suffocated, the other 2 were alive.

Attaching a screenshot that may help. Occasionally, the item frame in the screenshot gets displaced when I load the game. I find the item and bottle in it on the floor. Once an ability to find out coordinates without cheats being enabled is added, I can specify the exact location of it.

@unknown that is more like MCPE-11477 than this bug.

You are right, I missed the other bug. Although I'd suspect the two issues are similar/same, in the way that certain item/entity evaluations/actions happen before relevant chunks are fully loaded. Warping entities problem only seem to affect mobs that are in specific locations. for example the case of bunnies I've mentioned above: I've not had a single problem with them until recently, and problems start happening after I've expanded the rabbit area after finding and capturing two rabbit types I was missing. Now it keeps happening.

This is a bulk resolve of issues that haven't been updated to 0.16.0+ yet. Please comment below (To open the ticket) and update your affected versions. If you cannot reproduce the bug, please write in the comments so we can resolve it as "Cannot Reproduce". Thank You!

still happens on xbox on 1.2.5, I keep loosing chickens out of blocked pen, and villagers in an iron farm. The all randomly spawn outside of there holding area on a chunk load. This happen intermittently and I can go a few days. Then one day I will load a world or re-enter the area and they entities will all be free.
