As you can see from the two screenshots below, from left to right are the crops that farmer villagers harvest upon reaching their final stages of growth.
However, upon harvesting said crops, they do not pick up any leftover seeds from Wheat and Beetroots, yet they DO pick up the leftovers from potatoes and carrots.
This wasn't the case from previous updates, and certainly shouldn't be happening.

Baby farmer villagers can now harvest the crops (intentional?) and the same effect happens.
As of 1.1.0.1, Farmer Villagers (adult/baby) can't re-plant any crops and they only pickup Beetroots and Wheat.

I do not think this is related to 20190. I have spawned brown robe villagers in creative, thrown seeds at them which they will not pick up. I also planted wheat, watched the villager harvest and leave seeds behind.
I tested this using the test world from MCPE-20190 and confirmed that, upon spawning, the mobs will not collect the seeds.
My thought is that they may be spawning with full inventory already due to some aspect of or interaction with the trading system Implementation. They can't pick up new inventory since they are full, and then a separate bug that causes the duplication means that the bread is thrown because they have no room for it when it is generated (because they emerged with full inventory)

I should mention that afterwards, the farmer villager replanted ONLY potatoes and carrots (in the second screenshot), for every row.
They are not spawning with full inventory. In my earlier test I threw a carrot at the newly spawned villager, and he picked it up instantly and planted it.
Not fixed. Villagers still won't pick up wheat seeds or beetroot seeds. They do pick up all other crop items again, though. Revising title to match what this ticket was originally about.
Same problem here. Brown clothed villagers, do not pick up beetroot or wheat seeds but do pick up wheat. This means that AFK wheat and beetroot farms don't work 😞
This might be a consequence of MCPE-20190, that is, they could actually be trying to pick up leftover seeds but since they duplicate items quite excessively, their inventory becomes full very quickly.
