This is only a visual bug and it does not affect the actual functionality of the table itself. However, it's really bugging me and I apologize for the pun.
Since I play on 3 platforms, I noticed this visual bug happens to also be present on Xbox One and Windows 10, not just iOS.
It's always like this regardless of what gamemode I am on.

The enchantment table book seems to be orienting itself on the northwest corner of the player's bounding box, rather than the player's center. Therefore, its orientation is correct when the player is on the line that passes through the northwest and southeast corners of the enchantment table. Otherwise it is twisted toward the northwest by an amount proportional to the player's angle to that line.
