To add to this:
In the changelogs of the released 1.16.210 update the following was stated
"Entities that use material state "Blending" now render correctly behind transparent parts"
According to the changelog this bug was fixed. It did fix end portal tiles rendering wrong on the inside of a glass block, however it isn't fixed for the edges, see

I have video that involves end gateway. I uploaded it. Don't question how I got any of the other illegal blocks, just ignore it.

This also happens for transparent blocks behind the end portal. Additionally there is a visual "wall" on (sub)chunk borders where flickering doesn't occur.
