We are having the exact same issue. We are running on a server hosted by Nodecraft.
Originally set to 2GB RAM, 2-3 players online and only working in about 500 blocks around spawn we would consistently get to 80-90% usage.
If one of us would venture further or head out and come back then we would quite regularly have the RAM hit 100% and crash.
Upgraded the ram to 4GB earlier, and with only 2 people on we were able to have the server crash due to 100% RAM usage.
As you can see from the image below there are multiple times where there is no-one online and the RAM usage is still excessive. The redlines indicate a server crash, and the blue lines indicate a manual server restart, which is when the RAM is unallocated again.
We are running a primarily vanilla server with some resource and behaviour packs, however these packs are the same that were on the server before the upgrade to 1.19.20, and we have only been experiencing these issues since 1.19.20

Have been keeping an eye on the ram usage, and as shown in this picture, the ram is not released by the game until the server is restarted, indicated by the blue mark. Even though there had been no players online for a significant amount of time.

We noticed this same behaviour on our server.
I had leashed 4 Allays to fences and they were fine till I went into the nether.
When I went through to the nether another server player mentioned that they had all broken off their leads and were heading off in random directions. I returned from the nether and we tried to catch them all with leads how ever they would not follow us while being on a lead and would continually break the lead. This only happened after I went to the nether as previously I was able to lead one over to another spot on the map without it breaking the lead.
I have also experienced this where endermen are able to teleport out of a boat.
I have also experienced magma cubes being able to get out of boats as well. The magma cube will be captured in the boat for a random amount of time before it is freed again.
This is the standard vanilla experience, there are resource packs available that show the additional trades within the villager interface.
The additional levels will show up as you trade more with the villager levelling them up
I have had the same experience with nether mobs. Trying to keep the number of magma cubes and endermen from spawning while building in a warped forest on the edge of a basalt delta.
Endermen will teleport in and out of boats, magma cubes will be caught in the boat and then randomly will be able to "glitch" out of the boat and start bouncing around
All components of the in game "Charactor Creator" are not working.
None of the items I select and "Equip" actually equip to my character
As you can see in the image the lumberjack shirt should be showing on my character, but it is not
I had a similar issue on a server.
Mined 15 diamond ore with a F3, UB3, Mending, Eff4 and only obtained 15 diamond
To test I mined 15 coal with the same pickaxe and only obtained 30 Coal, I picked up the coal after I broke each ore and every drop was 2 coal.
However testing on a new 1.18.12 single player world I was able to get a similar amount of coal to GoldenHelmet (2 Stacks + 18) from a stack of coal ore, and also tested with diamond ore I got slight more diamonds from a stack of diamond ore (2 Stacks + 21)
Could this be a BDS/Server/Realm issue?
I have also tested in the process described above and have the same results. 4 steel nuggets from first steel chest plate smelted, and subsequent chest plates only yield one additional nugget when the original nuggets are not removed form the furnace.
However, 4 nuggets are always yielded when there is nothing in the output
Have installed Foxy's OPS on my realm and having the same issues as noted above... can craft the following; saplings from sticks and leaves, spawn eggs for all mobs, elytra.
This seems to still be an issue in 1.21.2
Target blocks are visually redirecting redstone, but not redirecting the actual redstone power in game
