No — this issue happens with every RTX resource pack I tried.
I tested multiple packs including the official RTX sample packs, and all of them broke in the same way.
I already tried reinstalling the game before, several times.
Even after a clean reinstall, the issue did NOT go away.
If a bug only disappears after reinstalling, that would already be unusual,
but in this case it didn’t help at all.
So this seems to be a real bug in the latest version, not something caused by my installation.

I strongly request Mojang to fix this issue as soon as possible.
The current workaround requires using an unofficial launcher and manually replacing DLSS files, which is not an acceptable long-term solution.
This method is risky, complicated for most players, and could be blocked at any time.
Many players are simply unable to enable upscaling, which damages the RTX experience in Minecraft Bedrock.
Please prioritize this fix in the next update rather than postponing it.
Same here! I’m using an RTX 5060 and experiencing the exact same issue on the official NVIDIA RTX map. The glowing text doesn't light up properly, even with ray tracing enabled.

Thanks for looking into this! I'm experiencing the same issue on an RTX 5060 Laptop GPU.
RTX is enabled and works perfectly
DLSS/upscaling setting is shown, but does not apply or is greyed out
Tried reinstalling drivers and Minecraft, no change
Replacing nvngx_dlss.dll helps, but it's not an ideal fix
It would be amazing if Mojang and NVIDIA could cooperate on an official solution 🙏

Additional detail:
The issue happens especially when using newer RTX resource packs that support newer blocks.
Older RTX packs work more stably, but they don’t support the latest blocks.
So the bug seems related to how Bedrock handles updated PBR data and new block textures when Ray Tracing is enabled.
