I launched Minecraft Snapshot 13w21a and I jumped into my 1.6 test world. I have flowing lava, flowing water, and an active nether portal all within a few blocks of each other. The flowing water is animated at what I would call the corrected speed, that being the speed that it is animated at in previous Minecraft versions. The nether portal is also animated at the correct speed. But flowing lava is not. Flowing lava's animation makes it look like it is flowing 2x faster than water flowing animation. Also, lava source block animation when it is not flowing is also animating too fast.

The game doesn't recognize the text files of animations in general (better update the description so it's easier to reproduce). Happens with ALLβ οΈ animations and all texturepacks.
Indeed, this is because the halfway point of implementing ResourcePacks !
We'll fix this for the next version (i'll mark it as fixed meanwhile ;D)
Ok, good to know. So Resource Packs are the new future of Texturepacks? Sounds interesting ... looking forward to it π

It's a bug of the whole animation system, so they need to fix it.
If the lava animation speed in the nether bothers you in any way, just make a texturepack which fits your needs. You can create different lava animations for the nether and overworld by combining CTM method=fixed with biome specific CTM and by adding two different animation text files to define the animation speeds. Sounds complicated, but it's actually done in 5 minutes π
