I first noticed this with Grass Blocks, then realised all textures looked like they’ve been stretched or blurred. This is only for blocks placed in the world. Block textures in the inventory and when held by the player do not look blurred. I have attached some screenshots as part of this bug report.

I can reproduce this in 25w44a by disabling Anisotropic Filtering or setting it to 2x, then restarting the game. After a restart, all block textures look blurry.
On Intel GPU’s loading this resource pack causes this issue to happen, regardless of if anisotropic filtering is enabled or not
For me anisotropic filtering does not matter at all, the problem appears whenever mipmap is set to 1+ and when it does I must set it back to 0 and relaunch to fix the issue.
No idea if this is related or not, but the block texture itself appears blurry even without the anisotropic filter, it’s much more subtle, but you can notice the difference between the block and the edges of the block which have no blurring or anti-aliasing on it. You may need to look closer on the image, but once you find it, you can see a clear difference between the block texture, and the dividing line of the blocks.
Some additional information to help fixing this:
like clamlol said, setting mipmap levels to off and restarting the game prevents the issue from happening.
Furthermore: setting Antisotropic Filtering to x4 or x8 fixes the issue as well (no restart needed), setting it back to x2 or off wont cause it to be blurry until restarted. (it was set to x2 by default for me)
My blocks atlas looks let’s say “interesting”:
