I was digging an iron ore vein below ground but close to the surface and several blocks didn't fall into my inventory. I then found them on the surface as if they had glitched upwards.

This happened to me around ~10-15 blocks underground. Some of the cobblestone I was mining ended up on the surface.
Also some drops end up ~5-6 blocks away on the ground instead of within 1-2 blocks of the place they were mined from.
Edit: Found blocks over 20 layers straight up from where I was digging. This has gone from a slight annoyance to a major problem for survival.
I can confirm this as well. I was mining at level 10 and only one of two lapis ores I silk touched showed up in my inventory. Found it at level 70 right above where I was mining.
Works for chopping trees, too, items will appear to fall down to you (looking up at the tree as you chop), but you won't here the 'pickup' sound, and stepping away, you'll see the item several blocks away, sometimes down the side of a mountain/cliff.
Edit: Lillypads, too, will fly off into deeper ocean 😞

All, keep in mind all the background changes being made, especially to the actual structure of the models. I'm not a mojang developer but I would imagine all the background changes need to be finished and stabilized before stuff around them are worked.
Jeb himself has said 1.8 official is a fair ways out ( https://twitter.com/jeb_/status/441203859328106496 ) so there is lots of time for fixes and changes. If this or any other bug is enough of an issue for you, you should probably stick to the final releases and not the unstable snapshots.
I do not understand. You say that you are not on fixing bugs. But your repaired so unimportant bugs like that with the missing texture of vines.
I do not get it.

I've had the same issue on the Xbox 360 after the update Wednesday April, 29th 2015. When I mine any type of blocks underground their drops will appear either in a cave/room above or beside whete I was digging or on the surface. If you are digging ores, I've noticed they tend to drop behind you rather than in front of you.
I can confirm this with 14w06b. Using irunor's description from MC-47700 slightly modified:
Some, not all, mined blocks jump to the next available air space above where they were mined.
Steps to reproduce:
1. Dig down a bit in survival. Only a few layers below the surface (2-4 worked for me).
2. Start digging or mining horizontally just below the surface.
3. Go up to the surface and look at the items that have jumped up.
The title might need to include "Items jumping to the surface" or next available air space.
