When I placed the new banner block off the hitbox of another banner
I expected the banner to be placed like the other had been, with its bottom section on the ground.
But the banner was placed within the ground
The stop half stuck out of the ground, whilst the bottom half was in the ground
Steps to Reproduce:
1. Place a banner, I found it to be any color banner
2. Then place another banner off of the hitbox of the first
3. There you have it, the ground banner.

Any time you place a wall banner (i.e. on a side hitbox rather than a top hitbox) it doesn't check for collisions before placing the banner.
The reason for beds and doors working properly is because their hitboxes take up two blocks, where as banner hitboxes only fill one block of space.
Hitboxes are what determine if a block can be placed in an indicated spot, with the exception of placing blocks on tall grass.
Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.
Keep in mind that the "Resolved"-Status on this ticket just means "Answered", and that we are waiting for further information on whether this issue still exists or not. We will reopen it as soon as the requested information has been delivered.
How is this even working as intended!? A banner sinking in the ground is NOT working as intended unless stated by a Mojang employee, which is not the case here.
Please reopen this issue, as it was resolved incorrectly.
You can also just place the banner on a wall, and then place any block in the bottom of the banner. Ground wall banner.
