I noticed that when TNT is triggered in high amounts and then covered in water just before exploding, it remain frozen and does nothing but remain a useless, white, oversized block. As compared to a normal TNT block.
To reproduce try:
1. Open a flat World
2. Use the command /fill 1 5 1 100 200 1 tnt
3. Then /tp @p -2 5 -2
4. Then light the TNT wall using flint and steel
5. Wait a few minutes and a some explode
6. Then do /fill -2 4 -2 102 202 2 water
7. Fly about and look for the broken TNT as seen in screenshot

The reason why this happens is because any tnt affected by this leaves your simulation distance at the exact moment it is about to explode. Since the game doesn't know what to do with it once they are back inside the range, you get a big white tnt entity just sitting there. Any earlier than this and the tnt will successfully detonate once it is within 10 chunks from you
I had no texture pack installed, and the TNT does not seem to respond to anything such as gravity, pistons, or TNT.
No textures or resource packs. The white blocks in my realms actually respond to gravity, as well I can pull them with fishing rods. Looks like silent whisperer has same issue recreated in Truly Bedrock ep. 53 for reference.
Still here in 1.20.102.0, and my world had no TNT involved so I'm not sure what could be causing this. It responds to gravity and drops when blocks underneath it are broken, and blocks cannot be placed where this cube occupies. I do have Vanilla RTX enabled though, idk if that could cause these to appear ❓

I've managed to remove my unexploded TNT, the command will only remove unexploded TNT that's rendered and will not clear all blocks. You could run the command every time you discover any unexploded TNT.
/kill @e[type=tnt]

i made a flying machine with TNT dispensers in a flat world and i flew away for a bit but then i saw the big white box
ive gotten broken tnt like this before. idk why this happens but the closest estimate is a chunk update glitch where a ching with tnt updates and it stops igniting. i have no idea though.
