Certain effects don't work with certain mobs

When I was messing around with giving mobs effects, I caught some issues. When I gave Iron Golems the strength effect, they still did the same damage as normal. When I gave a horse the jump boost effect, they could still jump as high as usual. Please fix this!

Can confirm it still happens in 1.16.210. Not only that, but slimes have been immune to weakness and strength far before the original bug report. Plus anything can hold items but if a mob holds an enchanted sword it can't use it unless it has the ability to visibly hold it, but that doesn't make sense because literally every mob that can hold things can use a totem.
