Confirmed for 16w41a. Conducted a similar test as Maxim's above. Max framerate was 60 fps. With no item frames, frame rate dipped below 50 fps once. With item frames, frame rate was below 50 at least 50% of the time. Run with 1.6 GHz i5, 8GB RAM.
This is a duplicate of MC-849. I share your feelings about this one not getting fixed. I would recommend dropping a vote for MC-849 on the Popular Issues tab to increase awareness, or commenting the above on its page, rather than creating a duplicate ticket. It currently is not on Mojang's list of pertinent fixes - hopefully it will be, someday.

I don't think that this is a bug; Minecraft PC's interaction distance is only 4 blocks on single player, and 5 on multiplayer.
In addition, notice that at a certain distance, as already pointed out, the leaves and water do not render through the clouds (image 1), but at a farther distance, the water and some of the leaves come back into view (image 2).

May or may not be a different problem, but I've noticed light completely passing through corners of opaque blocks. The area I'm in in NotDark.png and NotDark2.png has no light sources, and the grass/dirt is right next to open daylight, so the daylight is bleeding in. On 1.13-pre1, macOS.
