This happens every time I open the game whether it is through xbox app, microsoft store, minecraft launcher, or even searching for the app on windows start menu and clicking open. I have also reinstalled the game twice.
Seems to be resolved in 1.21.4, unless I'm doing it wrong. Tried XP orbs with both large ints and negative values. They have no effect, just as if I wasn't holding a mending tool.

The comment in MCL-19984 is irrelevant in my case because it's about a problem with the windows store, which I don't have since I'm on Windows 7.

With wireshark, I see failed attempts to connect to 13.107.43.15 when the launcher start, accessing this IP in a web browser lead to a page stating that "Our services aren't available right now".
@Patty Snider we're all frustrated for the same reasons but no game is perfect and as we've seen Mojang are working on the issue, maybe you should calm down and look around you, we're all stuck on the same boat.
I'm on mac 10.11.6 and this is the second time this happens. The first time it lasted for about 5 days and then I could play again. Now it's happened again and it's been over a week. I check every day to see if it's fixed but I keep getting disappointed. Minecraft is a great game but if lots of people can't play it then they can't enjoy this great game.
I run a bedrock server , and since the 1.17 update we have had entities despawning. First instance was a Chicken cooker farm, 20 chickens were nametagged and led to top containing area where eggs are collected.
server command stop to shutdown the server.
Bedrockserver.exe ran to start a new instance of the server.
Upon logging in the chickens are gone and cooked chicken can be found in bottom collection chest.
Server upgraded to recent release 1.17.11.01
within 1 chunk, 8 individual sheep shearing farms were set up.
Sheeps were name tagged and colored.
server command stop to shutdown the server.
Bedrockserver.exe ran to start a new instance of the server.
Upon logging in three of the eight sheeps are gone and cooked mutton can be found in bottom collection chest with the wool.
Admin in creative mode, respawned sheep, re colored, renamed tagged, so entities was back up to 8, same server restart and was able to reproduce the issue.

after servers had issue connecting to Microsoft account services, and services were restored more of the sheep were killed/despawned with cooked mutton in chest.
Reply from @unknown: it sounds like your sheep may be getting struck by lightning, perhaps only on server restart. That sounds like both MCPE-121688 (lightning strikes through blocks) and MCPE-81913 (lightning not showing effects until world reload). It may be a BDS-specific combination of the two, i.e. lightning is not registering on the server until restart, and you have multiple lightning strikes following the pattern of MCPE-121688 stacked up. The storms may also be unnoticed due to MCPE-131325. Could you make a ticket for this in the BDS project?
This is by far the worst bug report team I have ever seen - worse than Dead by Daylight's. This issue is NOT resolved, This is hardly a duplicate, rather, this person came across the same bug, but provided additional info by saying he encountered it even without the game crashing. This issue, and the named animals despawning, are both MAJOR bugs that you guys seem to be blatantly ignoring by closing down threads and considering them "resolved", when these 2 bugs have been active for 5 years now, off and on (and right now, they're on). You guys should stop collapsing threads just because they're "duplicates". It discourages your customers from even reporting bugs in the first place. A lot of people, upon seeing a bug, are going to immediately come and create their own thread, and most of these people typically end up adding new info to the reports, but when you delete threads because of "duplicates", especially the people who made a long thread and put all that effort into typing it, do you really think they're gonna take the extra effort to go back and repost what they said?
I myself have had to recraft and replace minecarts at least 7 times now in my survival world and have lost several named mobs, some of them including dangerous monsters I trapped inside my house for displays. All that work, gone.

If any Mojang employees are reading this, will this issue be fixed in the near future or is it just planned to stay like this?
After diagnosing the issue with community support, it appears that the problem was in my case out-of-date SSL certificates on my system.
It can be witnessed on the launcher logs, with the following message :

This already happened about a month ago, after a week it just fixed itself, I didn't even get an update.
