Original summary
Character continues to eat even at full hunger but stops right before eating it.
If my character is hungry I’ll eat but if I have more food than I can consume it will fill my hunger as usual but he will try to eat another even though my hunger is full. Once it is about to disappear he stops eating it and it is never eaten. Not a huge bug but kindve annoying.

Confirmed in 1.14.30 using the reproduction details describe in MCPE-1022. If you eat continuously while walking and not pointing at a block within range of interaction, the eating animation will play one extra time after your hunger bar is filled. The food item is not consumed, however, probably due to the fix for MCPE-1022.

It is still in version 1.16.0.64 !!!

Not resolved in version 1.16.0.66

This seems to be the result of bad optimization. The game runs slower on Android (and presumably Xbox One). Thus the rendering engine starts before the game changes your hunger level.

@@unknown This bug is not device specific and has nothing to do with lag or optimization. The issue is that a function continues to run after the game should have stopped it.
The problem here is in how the game handles continuous and simultaneous key pressing. It's similar to MCPE-54571 and MCPE-15010 where when a second key/button is pressed before the first is released, the game gets tricked into acting as though the first key/button is still being held. In this case the continuous walking or jumping tricks the game into playing the eating animation once more after it should have stopped (i.e. after the hunger bar fills up). It's also similar MCPE-84196, except in that case the game continues the key/button press-initiated function due to another internal function running, despite the button being released. What all of these bugs have in common is the game not cancelling key/button-press-initiated actions according to expected conditions.
Reopened for review.

MCPE-23502 is another continuous/simultaneous keypress issue like the ones I mentioned in my previous comment.

I’ve recently experienced this on a server. When on the server there are no steps to reproduce, it happens every time I eat.

Affects 1.16.230.52. This could, possibly, although extremely unlikely, be caused by the ability to eat food in Creative mode. (Source: MCPE-38273)

I could not reproduce in 1.18.2 Hotfix using the method mentioned in this comment. If you can reproduce, please upload a video and describe the exact steps so that we can determine if it is this issue or a different one.

It's progress is exactly same as the post saying.
Once your belly is full from hugry state, you charactor would play eating animation but can't eat actually.

iPad Pro 12.9” Gen 1 on iPadOS 13.4 with Minecraft 1.14.30.
I have tried to replicate this and get it consistent in many different ways and no matter what I do I can’t do it. It’s random.
What I recommend is trying to just create a system where you lose hunger as rapidly as possible and just keep trying to eat constantly, eventually it should happen. I created a setup using an auto-jump bug to spam jump for me and I just held down to eat. It happens around 50% of the time for me on my test world. I attached a video of it. I have also found this happens on my legit survival world, and my LAN multiplayer map also.
When I do this there is no lag, the render distance is low too, (I originally thought that played a part but it does not apparently.)
Edit: For some more information. It dosen’t matter if you eat multiple things at once or are at a certain level of hunger. It can happen anytime it seems and again, at random. There is no lag after eating and no matter the food source it’s eaten as normal. This is different from MCPE-54853, but absolutely related.
