UPDATED DESCRIPTION: Placing several of the new blocks, including basalt, polished basalt, stems, hyphae, and the twisting and weeping vines and mining them with the silk touch enchantment "corrupts" the placed block. Placing these "corrupted" blocks will make it appear as though the item was placed, but it will not be removed from your inventory. It also cannot be removed from your inventory using the Q hotkey and cannot be used to press buttons, pull levers, open inventorys (chests, crafting tables, furnaces, etc.), and so on if it is currently the item in your hand.
There is one type of block that is seemingly random as to how it happens, and isn't based on silk touch. Both warped and crimson fence gates are very broken where sometimes they can be replaced fine, but other times they become corrupted blocks when broken. I cannot find a reproducible pattern with these.
Steps to reproduce:
Get only five blocks of basalt and place them down.
Mine them with a silk touch pickaxe and pick them back up.
Try to place them again. You will find they have become "corrupted".
There are plenty of instances of this occurring in the attachments, as well as a way to reverse the block "corruption".
EDIT #2: It appears that the Silk Touch enchantment is behind the cause of items such as basalt and stems. It "corrupts" the blocks in a way and they cannot be picked back up. However, if you use an unenchanted tool or one with any other enchantment other than Silk Touch and break an "uncorrupted" block, drop one of the corrupted blocks out of your inventory through the inventory screen, and collect the corrupted block first then the uncorrupted one, it fixes the whole stack of blocks. User Noopaloide kindly provided video evidence of this occuring, and I will do the same for proof of consistency. However, the warped and crimson fence gates are still corrupted whether or not the tool is enchanted, regardless of enchantment.

This bug is still at the new beta. What I've experienced (just with crymson log) is that when you put the blocks in a chest, close the game and enter again, there's where the bug happens. You can place these blocks but the number in the inventory will keep the same, you can break them but nothing will drop. Also you can't open chests with them and when you place these ghost blocks, close the app and log in again they'll disappear.
Hopefully I was as specific as possible. (Sorry for bad English btw)
This can be consistently reproduced with crimson and warped fence gates.
Steps to Reproduce:
Give yourself a crimson or warped fence gate from the Creative inventory or /give command.
In Survival mode, place the fence gate and break it.
Place the fence gate again.

Mega_Spud, I tested with differently enchanted tools and it doesn't appear that it matters what enchantment is present. Francisco has actually discovered part of what causes the bug as I was able to reproduce his steps. However it doesn't appear to be consistent, as sometimes I will log in and the blocks will place like normal, and other times ghost blocks are created.
tested basalt in windows 10. it seems that silk touch corrupts the block, releasing a single one and picking it up with normal basalt blocks manages to fix it. only the player seems to interact with it as a solid block. I will upload clips to show more detail and sorry for my bad english
@noopaloide, that is a huge find! I was able to reproduce this consistently with the basalt, and it makes sense why it always happens to me as I use silk touch on all of my tools.
However, there is still one thing that isn't affected by silk touch exclusively, and that is the two new fence gates. It happens immediately with any type of tool, enchanted or not.
As i noticed this happening, i also noticed that while holding basalt (i dont know about other blocks) if i punched out a grass block or similar, no block is dropped. Also, you cant sleep while holding basalt
