Try opening it via Terminal to see error logs (this functionality is one of the reasons macOS is great).
Press the command key and click the Minecraft app in dock to show the .app “file“ in its directory.
Open Terminal
In Terminal, type “open ”(without quotes and with a space after the word) and then drag the Minecraft app into the Terminal.
Hit enter to run the Minecraft Launcher.
Use command+s to save the output and post it here so we know what the error is.
BTW, a .app “file” is actually a directory!
Probably a Windows issue.
Try reinstalling the OS.
Same thing happens on my brother’s Ubuntu 24.04 laptop.
I think this is pretty much a universal small-screen issue.
Maximizing the window seems to mitigate the issue, at least on my brother’s laptop.
It’s Windows 11; what do you expect?
Try connecting via ethernet, it' much more stable and reliable than even the best possible Wi-Fi connection; reset your network settings, and reboot your router.
SIDE NOTE:
I once had an Ubuntu Laptop that would not connect to a public hospital network, no matter what I tried, even though my iPhone connected without problem; sometimes Wi-fi is just like that, I guess!

The RAM option actually has nothing to do with it, but it went away right after I changed it.

The GPU is likely at fault, though it works for OpenCL fine.
It can run BOINC just fine.

It turns out the issue was I changed -Xmx2G to -Xms2G in the minecraft game options.
Why would that cause this issue?

I am assuming 1.21.4 and below are all fine.
This did not used to happen.
1.20.6 does not have this issue.
1.21.5 has the same problem actually.
This is actually not specific to Minecraft.
macOS Terminal history sometimes randomly becomes inaccessible.
I think the only way to fix it is to use the GUI; command-line options don’t seem to work at all.
Maybe try running the server.jar and making a superflat world that way.
See if it prints out an error in the log.

Step 2 and 3 are wrong.
Instead, right click (or control-click) the Minecraft.app “file“ and click “Show Package Contents“, then open the “Contents” and “MacOS” folders and double-click “launcher“.
A Terminal window should pop up and Minecraft should open.
