Never mind, apparently my monitor was set 59.951 fps for some reason, and I guess it wasn't calibrated properly for that. This issue may be closed when a mod finds it since I cannot.
How come I can record it then (you have to download it to view at 60fps to properly see it) and this just appeared with the recent update, nor does it occur with any other game

I have the same issue, windows graphics settings won't override it. no will nvidia control panel when selecting for both minecraft.windows.exe and minecraft for windows. Nothing seems to work which is an issue when dwm can use 50% of the integrated gpu. 1650 by the way.

V-sync does remove the frame limit however despite it going usually well over 60 up to 120 sometime I'm not getting any screen tearing, so this seems like a good work around for now.
was the end gate way generated in a different edition such as console? I have had the same issue. Kill the ender dragon again to generate a new one which should operate normally.
so what if I'm having the same issue but for Windows 10 likely for the same reason as I have quite a few large (+700MB) worlds and have played quite a bit of minecraft so that is probably the reason by that issue is marked specifically for switch, although It only takes me about 2 minutes which is still quite a lot longer than the 5 or so seconds it usually takes.

Just updated to 1.16.201 and now have an input delay of about a quarter second making it unplayable, and no, as far as I'm aware its not my drivers. I try to keep them up to date.

Pretty sure it is the update because I have the same issue and I have a gaming laptop which is more than capable at running Minecraft.
I've been having the same issue since the update, I've done it twice before previous to this update so I know it can be done.
must be a weird interaction between something in my setup as it doesn't happen in older minecraft versions or any where else and the mouse behaves normally otherwise
