Per my experience, the services appear to have been down starting on November 7 and lasting for most of the next 3 WEEKS, on the Minecraft servers that deal with folks from Washington and Oregon (lots of comments about that in various places from MANY users).
And the suggested fixes DID NOT ADDRESS THE REAL ISSUE AT ALL, nor were they viable for the many of us that do not play Minecraft on a Windows 10/11 system and never have.
The timing match with the release of the broken 2.3.481 launcher now appears to have been coincidence.
It would appear that the servers covering the Oregon/Washington region (and a few scattered reports from elsewhere, like Idaho or Colorado) have been having issues almost all of this month, except for the first week or so and occasionally since - that have been masquerading as "launcher issues".
I have no idea why it has taken so long to fix the actual issue(s) - or if they're actually fixed long term.
And with ZERO changes from my last posting, the launcher is now WORKING.
This appears to have been a Mojang/Microsoft SERVER issue all along - appears to have been with the servers that deal primarily with Oregon and Washington, per the commentary I've read tonight - and the several comments of "use a vpn to a different region, it now works" I've seen tonight in my continued digging into the issue.
Don't bother pointing to that USELESS twitter feed y'all have - it doesn't say ANYTHING 90% of the time when you ARE having a server issue.
You probably caught it just at they were removing the short-lived 2.3.481 launcher version due to a "regression bug", given the time tag on your bug report.
That version was live for less than a day before it got pulled - and seems to have created widespread havoic.
As it also affects 2.3.462 since the removal of 2.3.481 (if you ran 2.3.481 at any point) and 2.3.508 (current beta loader).
It is NOT a networking issue, unless there is something that broke on the authorization servers themselves (or at least some of them).
I saw the same issue initially on Monday 7 November, right after the short-lived 2.3.481 was released (then retracted due to another issue it had).
It's MCL-21713 - one of my attempts to do a reinstall used the beta 2.3.508 launcher for Windows 7/8 and it's the SAME issue that has been going on at least since the short-lived broken 2.3.481 launcher.
I am not sure at this point if it is an issue with the launcher, or an issue with the auth servers, or an interaction issue between them.
Does anyone know of the auth servers (or PART of the auth servers) are located in the Microsoft Server facility in Quincy, Washington? I'm LOCAL to that area and on the same Grant County PUD fiber optic setup that facility uses.
I also had it work for me for a brief while 3-4 days ago - after most of 2 WEEKS of "it broke on a long working setup with nothing changed", and several different attempts to try to get it to reinstall and start working.
I don't know how long, as I tend to leave my character online unless knocked off.
Issue STARTED on Monday, November 7 - sometime after the short-lived release of launcher version 2.3.481 - and is affecting 2.3.462 and beta 2.3.508 as well - on the Windows 7/8 launcher version (I run Windows 7, 10 was a "broke every time automatic update ran"" nightmare I will never repeat).
That Twitter feed is useless, almost no outages get reported there.
This sounds like the same issue as MCL-21713.
Same issue happens with the Windows 7/8 launcher - for which your XBox and Gaming apps DO NOT EXIST (they are Windows 10 or 11 specific).
Those CAN'T be dependencies for the 7/8 launcher - and if they are, that is a MAJOR ISSUE since Mojang still officially supports those operating systems with what it supposed to be it's own version of the launcher.
And for reference, I don't use "Windows firewall" and have it completely turned off - but I do have the applicable port forwarding set on my router/firewall/switch appliance box.
NONE OF THOSE EXIST FOR WINDOWS 7 (or any other version of Windows prior to Windows 10).
Never have been a requirement for the Launcher, at least prior to your short-lived "2.3.481" broken launcher you pulled very quickly over other issues (I can't speak to that version, as it never worked for me in the short time it was available).
Those apps CAN'T be a requirement for Minecraft under Windows 7 or Windows 8.x and the applicable launcher, as they do not EXIST (and Microsoft has indicated zero intent to CREATE them for older Windows versions).
I'm not sure what you mean by a "gamertag". Is that the QuintLeo6395 thing?
For reference - issue persists in the current 2.3.508 Beta, that I tried a "fresh install" on today.
You say to check Task Manager to make sure services are running - BUT YOU NEVER STATE WHICH SERVICES are to be checked for!
Also, in one of my "try to fix the issue via reinstall" attempts, possibly when I was using the launcher beta version to try to reinstall, I saw a brief error message (didn't hang round long enough for me to READ IT!) that mentioned a filename "javalib.dll" - but I can't find any such filename or even close to it anywhere in the Minecraft installation files OR in /system OR in /system32
I wonder if that file got deleted by the 2.3.481 update for some reason, but the 2.3.462 launcher insallation doesn't install it though it's needed?
I am NOT 100% sure that is the entire filename, give how briefly the error message popped up, it might be longer. I AM certain it was a ".dll" file starting in "java" and pretty sure it had "lib" as part of the name.
Seeing this on Windows 7 for about 2 weeks now.
That application DOES NOT EXIST for Windows versions prior to 10, OF COURSE it does not solve the issue for the Windows 7/8 launcher!
It looks like you folks added a Windows 10 ONLY requirement to the 7/8 launcher, 4'th line of the log complains about not finding XBox Gaming Services WHICH IS ALSO SPECIFIC TO WINDOWS 10.

For me, Minecraft was working fine Sunday night (5 November) when I shut down the client.
Monday early afternoon (Pacific time) I try to log in to get this issue (red error "can not verify ownership" and the "alternate between play online and play" buttons).
I have tried a from-scratch remove and re-install with the Mojang.net ".msi" and with the MinecraftLauncher.exe BOTH - they both download an "update" then show identical behavior to before I did the re-install.
I do not have the OPTION of "install XBox console" stuff as you mention - those do not exist AT ALL for Windows 7.
I also have never had any need for these prior to now.
"Game pass" did not exist when I bought Minecraft, as far as I know - in fact, this is the first time I have heard OF "game pass", whatever it is.
My purchase was 2 counts, both via a "Minecraft Card" from Walmart.

I may have found the key to this issue.
From the last time I ran the launcher log, the very first 4 lines:

Windows 7 DOES NOT HAVE "XBox App and Gaming Services".
It is not even AVAILABLE for any version of Windows prior to 10!!!!!!!!!!
It looks like someone messed up, and added these to required dependencies with the 462 version of the WINDOWS 7/8 LAUNCHER on minecraft.net - even though THEY DO NOT EXIST for Windows 7/8 - or someone messed up and tried to replace the Windows 7/8 launcher with the Windows 10 launcher, which flat out does not WORK under older Windows versions.
IMO roll back the Windows 7/8 launcher, or "patch it back" in the automatic update, 'til this issue is FIXED, as those applications do not exist for Windows prior to 10 AND THEREFORE CAN NOT BE USED AS REQUIRED DEPENDENCIES.
Just got this issue TODAY FOR THE FIRST TIME after years of playing - currently on LINUX, on Windows 7 before that.
I am on LINUX - there is no "XBox App" for LINUX as far as I know, and I've NEVER had to use it even when I WAS on Windows.
As far as I know there IS NO "Microsoft Store" for LINUX, and I've never had access to it as I've never played Minecraft on a Windows version that DOES support any sort of MicroSoft Store.
BOTH OF THOSE ARE SPECIFIC TO WINDOWS 10 as of the last time I checked.
I don't HAVE a launcher.log.txt to attach, it does not exist in the Minecraft directory I can find and I have no idea where else to look.
