When equipping armor by shift-clicking, dispensing armor onto player, or just left-clicking armor into the armor slots through the inventory, it doesn't play the armor equip sounds.
The sounds only play if you equip armor by right-clicking armor that you hold in your hand, or when you equip armor onto an armor stand by hand or with a dispenser.

Can confirm. This should be fixed, since it's not often that people equip armor by right-clicking armor that they're holding in their hand.

Since equiping armor on a horse does make sound when right-clicked, I can confirm that this is a bug, not a WAI feature.

This would be an awesome feature if it was fixed. Hoping to see this fixed before 1.16 releases.

This can also be considered inconsistent behavior because it makes a sound when you put armour on a horse, but not when it is put on you.

This issue was "fixed", but it was fixed quite poorly, resulting in the equip sound being played in numerous situations where it shouldn't be played.

And each of those situations have already been reported, and a large amount of them fixed for next snapshot...

This has been awfully fixed it almost seems like you don't have testers at all. As Joey Sodergren stated 4 days ago, now the sound plays anytime the durability of the armor/elytra changes.
Edit: Just found this is being talked about in a new bug report being MC-251859
