[MC-179833] Nether ambience sounds do not have any associated subtitles

The Bug

One would expect them to be accompanied by "Eerie noise" or something else entirely, but no accompanying subtitles are given at all.

Steps to Reproduce

Ensure that you have subtitles enabled in your accessibility settings.
Play any nether ambience sound, for example, the minecraft:ambient.basalt_deltas.additions sound.

Take note as to whether or not nether ambience sounds have subtitles.

Observed Behavior

Nether ambience sounds don't have any subtitles.

Expected Behavior
